The Mikrokator’s twisted bronze strip works just like this toy. You hold the two strings tight, and start by rotating the disk a few turns. Then when you pull on the ends of the two strings, they try to untwist, making the disk spin in the opposite direction. By alternately pulling and releasing the strings, you can make it spin back and forth really fast.
