This odd tool looks like a normal bolt cutter with a pair of what are described in sober military procurement documents as “groping hooks”. The handles are fiberglass and insulated up to 5000 volts, because the tool is meant for grabbing, pulling, and cutting electrified razor wire (Concertina wire). If you want to break into a secure military facility, this tool could come in handy.
